Quill Feed Will Not Stay Engaged

I have recently acquired a 1970s vintage Bridgeport Milling Machine with Easson DRO for X & Y. I added a Mitutoyo Digimatic DRO to the quill. After I had it aligned properly, I noticed that the quill engagement lever was seized by the Digimatic mounting block. I removed it and machined a small relief on the backside and reinstalled it. Now, the quill feed will not latch. I removed the cap to find that the large spring was badly rusted. I cleaned and oiled it and tried different adjustments of that set-screw in the cap, but no success in getting it to latch. Also, the three-position control that sets the quill up and down rate does not move freely. I can get it to move, but not far from the top position before it stops rotating.
