Completely new to me Hardinge HLV-H

So we were recently donated a used but very nice Hardinge unit. I have been placed in charge of this machine to make sure it is in working order. The unit was supposed to be functioning before but I never saw or heard of it working before it was moved.

After waiting for power to be dropped off at the wall I plugged the unit in turned the power switch on the side and pulled the red power button on the panel. The switch itself doesn't stay lit until you pull it out and only temporarily. It does make a humming sound but that is it. All controls are left in the up position. Pics are below.

I am thinking it must be a power issue but the plug and wiring were for a 3 phase 240v unit.
