could any tell me how to remove the hi/low speed ring with the pins on a bridgeport j head clone?

the threaded holes for the pins are stripped
right now there are 3/8" bolts in the holes
what is the best way to repair it?
can i just remove the ring and drill and tap new holes in fresh material
or do i have to fill in the existing holes with weld and redial and tap
